order of projects on overview page

the projects are right now ordered by number of objects contained:

https://textgridrep.org/projects

i think it would be nice of we would have projects with a portalconfig (and so a description / avatar) first.

so i would like to change the order to:

1. order by availability of description/avatar
2. after that still order by number of objects
