fix doc for import and update import script

https://gitlab.gwdg.de/era-public/plan#create-superuser-and-import-catalogs-for-local-testing misses the command "import" and paths changed in in git, which need to be changed in import script: https://gitlab.gwdg.de/era-public/plan/-/blob/develop/compose/django/maintenance/import_catalogs
