When opening a new document default view is tab "Edierter Text" and tab "Kommentare"

Acceptance criteria

When opening a new document:

• the panel "Text" shows tab "Edierter Text"
  • Tab order of "Text" panel is
    1. "Edierter Text"
    2. "Transkription"
• the panel "Kommentar" shows tab "Kommentare"
