Assign PTR templates to TOL Blocks

Note: PTR2TOL takes priority over this

In the TOL editor, a function is required to allow the user to select 1 of 5 templates. Placeholder names(Ladi to correct):

NADIR, LIMB_NORTH, LIMB_SOUTH,LIMB_WEST,LIMB_EAST.

Ladi to provide PTR text for each template.

The option to select a template should only be available to PRIME and DESIGNER blocks. Default is NADIR(Ladi to confirm if this is automatically applied to all PRIME and DESIGNER Blocks.)

A new function is required to merge these templates into a SWI PTR json output file. Similar to how we create an OPL file at the moment. The function will need to append meta data from the TOL into the PTR templates such as Target.
