Throttling doesn't distinguish between different CIP PC's

Steps to reproduce

Trying to login in parallel from multiple stations in the CIP Pool will result in the throttling kicking causing an unnecessary delay for the tutors at login.

What is the current bug behavior?

The throttling doesn't distinguish between different Work Station in the CIP Pool and the low threshold results in a delay of the login process.

What is the expected correct behavior?

The throttling should not kick when the tutors try to log in during a normal correcting session.

Possible fixes

Either the threshold for the throttling has to be set higher or there must be a way to differentiate between different work stations in the same network.
