Move UROPA annotation step

The UROPA annotation step is the last step in the 04 clustering notebook. It was moved there from a now-deprecated notebook that came after clustering. Since it is unrelated to clustering, moving it to a location that deals with features would make sense. The QC notebook would be appropriate.

Sidenote: It would make sense to deal with #355 at the same time.
