Refactoring and feature extensions

I have further simplications and improvements on my mind (to follow separately for clarity):

• nice error message if user doesn't exist at all
• fix calculation of percentage
• partial refactor: compose_quota_report doesn't need the home flag. Instead, could combine user and home to provide the homedirectory.
