Metamodule generation

We decided to deprecate the toolchain metamodule and move all octopus-specific dependencies into multiple octopus-dependencies/... versions. The octopus-dependencies modules is MPI dependent. Initially, it should have versions min, full, min-cuda and full-cuda.

Loading the toolchain metamodule should show a deprecation warning.
