Activate CUDA support in bigdft-psolver

https://gitlab.com/octopus-code/octopus/-/issues/283 says, that Octopus should use the psolvers GPU capabilities.

The CUDA toolchain currently contains psolver without CUDA support (with the comment that it is not used in Octopus). We should activate it and test if it compiles without problems.
