Annotations: add motifs to API

The motifs have to be included in the AnnotationAPI.

As the Ahikar I need the motifs to be available in the AnnotationAPI in order to display them in the TIDO viewer.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
