Annotation: IDs are wrong

Description
IDs served via the annotation module does not match IDs from HTML serialization. Furthermore the preparation of the fragments is solved in both modules - we should do this in a single one: in a commonly used module or via importing the tapi-html in annotation.
I expected the following to happen
IDs match.
On the contrary, I observed
IDs from annotation module prepared based on the fragment. IDs in HTML are prepared based on the TEI root.

look at current IDs.
