Description
The specification sites begin with a brief overview/TOC. It would be great if this would a) be complete and not missing items and b) visible wherever I am on the page.
User Stories
As someone reading stuff up in the specs I need a complete and always visible TOC in order to navigate the specs.

Is this feature an enhancement of existing code or a completely new feature?
