Sync Version of TextAPI with AnnotationAPI

We want to sync the versions of both disjunct APIs as they belong to each other and esp. implementations should not have to deal with different versions of both.

We are going to reset AnnotationAPI to 1.0.0.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
