enable #42 - test panel styling

to enable text styling, we have to ensure a static file is included in SCSS. text panel styling SHOULD be added in project specific builds from project specific repositories, see for example Ahikar/frontend

(While webpack added static resources in an earlier version automatically, this behaviour somehow changed)
