Make version handling dependent on the presence of package.json in .gitlab-ci.yml

The purpose of this change is to make the .gitlab-ci.yml also usable for other projects, also for projects that use another or no kind of app versioning.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
