The localisation worked in TYPO3 4.5, it seems that TYPO3 4.6 makes two silly
assumptions:

1. the 'default' language is English
2. the 'default' language is the first language in locallang.xml

which result in the English localisation not working if the first localisation
in locallang.xml is German, as was the case here.
