feat: add configurable tooltips for action buttons

This MR includes:

  • Add tooltips for action buttons to identify the purpose of each button without confusion
  • Added a new showActionTooltips config option to control tooltip display on add/delete action buttons
  • Tooltips show display with proper indexing based on existing instances
