Because of the way the model for the expansion-panels was changed, this is
quite ugly now. Maybe this just shouldn't be an expansion-panel if we want the
content to be visible anyway?

The upgrade guide says "We understand this is considerably more verbose." They
weren't kidding.

sumScore may be undefined if there are submissions but with no feedback. Therefore sumScore will be displayed nothing instead of 0.

Instance-wide options have been moved from the user menu to a new toolbar. The
logout button has been moved to the user menu. The whole area uses fewer colors
and is less visually busy.

I've also removed the ml-2 class because it caused a horizontal scroll bar to
appear when the card was larger than the viewport.

The new field uses vuetify's builtin validation rules.

- The dialog now has an absolute max-width in order to make it readable on
  smaller screens.
- The dialog has a fixed height, which makes the transition from the GDPR
  screen to the registration form less jarring.
- Buttons have more consistent styling.
