Update frontend dependencies
Refactored the whole project to use the new Vue Cli 3 and updated all the dependencies. This way, there is no need for an own Webpack configuration inside the project.
Also i was finally able to get rid of Babel and prepare the repo for an incremental adoption of Typescript.
