Documentation page containing notebooks and API for sctoolbox

I added a sphinx documentation for the repository, including links to the notebooks and the API for the toolbox.

It would be really nice if we could integrate this with CI/CD such that it automatically builds when new functionality is pushed. There is an example here from gitlab: https://gitlab.com/pages/sphinx
