Addition of 3D UMAP plot

This request contains new functionality to write out a 3D UMAP plot to an .html file if sc.tl.umap was run with "n_components=3". Also includes a sctoolbox.utilities.get_package_versions() utility and adds an example .h5ad file to tests.
