Draft: Provide apptainer module

apptainer-podman into develop
  • decide whether to compile with system compiler or one of the spack compilers
  • update spack_overlay/etc/modules.yaml accordingly to show apptainer and required dependencies (e.g. squashfs) if compiling with system compiler
