Updated icc-non-mpi toolchains:

Jehferson Mello requested to merge jmello/update-intel-classic-non-mpi into develop
  • Cmake and Ninja versions pinned down in the environment to prevent duplicates
  • libvdwxc and berkeleygw removed due to FFTW-api issues (this issue comes primarily from the MPI side of fftw-api)
  • python and spglib made to require %TOOLCHAIN_COMPILER
  • Ninja version updated to current
  • CMake version updated in cases the patch is no longer available
