Global packages: update octopus versions

Martin Lang requested to merge update-global-octopus into develop
  • Stay at GCC 11 due to CUDA limitations (all global Octopus compiled with the same version will be easier for the users)
  • CMake support for Octopus in Spack is not finished (also incomplete in Octopus); therefore we stick to autotools for version 15.0
