conf-wrappers: set LIBS_ELPA FCFLAGS_ELPA

This MR sets the right environment variables FCFLAGS_ELPA and LIBS_ELPA that was needed for detecting elpa. This MR also removes the elpa workaround that is no longer needed.

looks good so far, elpa got picked up by configure called by the foss2021a-mpi wrapper.

I am checking if this could be simplified even more:

• lmod sets already a correct $LIBRARY_PATH
• so the -L is most probably superfluous
