yaml template for toolchain spack.yaml

To remove duplication, we want to use the templating mechanism for the toolchain definition files. For the intel toolchains, this requires more changes because we need to distinguish between the spack package (intel-oneapi-compilers-classic) and the intel compiler (intel).
