Update global packages

• I have removed Elpa from the octopus packages because it did conflict with the toolchain packages (different hash for some non-obvious reason) and it would anyway not be picked up by Octopus because of the broken m4.
• I have split off the cuda octopus packages to only compile those on the cuda machines.

Test installation

• global generic [anaconda]
• global [octopus without cuda support]: tested on sandybridge, no (more) conflicts with toolchain packages
• global_cuda [octupus with cuda support]
