docs: New ADR to decide the future of the CourseEditLTIFieldsEnabledFlag

This ADR proposes that we use the existing CourseEditLTIFieldsEnabledFlag
for LTI Course tabs in addition LTI XBlocks, and move it to this repo as
intended via EDUCATOR-121.
