Create new aramaic on website

This MR makes the Neo-Aramaric texts available via the back end.

To test locally:

• check out branch and build Docker image with all necessary envs
• import textgrid:40xnp (the neo-aramaic collection)
• view at /textapi/ahiqar/neo-aramaic/collection.json
