feat: add build with base path for backend

This MR provides a new CI job for preparing a static build with a base path we are using on the back end web server. The back end pipeline will collect this artifact and includes the website, so that it will be available at ahikar.sub.uni-goettingen.de. The new domains can point to our server there as well (managed by BIS group).
