docker build

Mathias Goebel requested to merge subugoe/textapi/specs:try-docker-build into main

This MR adds the docker build to the project and also changes the crucial parameter baseurl to match the new domain.

The newly introduced Dockerfile is stored with this filename and the previous one is renamed to ci-helper.Dockerfile since the main project related one should be more prominent.
