refactor: move env files

Michelle Weidling requested to merge harmonize-envs-with-textapi-repo into main

This MR moves the environment files out of the helm chart main directory.

This is partly done to harmonize the setup with the eupt-textapi repo, on the other hand it is considered as good practice to separate the env files from the actual chart.
