Set default value for imagefilegroup if empty

The imagefilegroup is crucial for the iiif manifest to work. By default it is read from bag-info.txt of olahd. The imagefilegroup is often not set in bag-info.txt even if a suitable filegroup is available. This merge request sets the imagefilegroup in this case.
