Some docu updates
Added .readthedocs.yaml to hold config for building the docs.
From now on, all newly created submodules/subpackages should show up automatically on https://pynibs.readthedocs.io/ and https://test-pynibs.readthedocs.io.
__init__.py documentation is also shown on the help page now.
