Resolve "Create manual job for data update"

3-create-manual-job-for-data-update into develop

This MR adds a manual job for updating

  • the main XML file in assets/xml
  • the HTML files in assets/html
  • and the CSS file in assets/css

A few necessary refactorings for e.g. changed filenames are also included.

All files have already been updated to test this function.
