- Stay at GCC 11 due to CUDA limitations (all global Octopus compiled with the
same version will be easier for the users)
- CMake support for Octopus in Spack is not finished (also incomplete in
Octopus); therefore we stick to autotools for version 15.0

marks knem and gdrcopy packages as `external` (bullseye versions)
